Municipal representative bodies commission visits Sespel

On 28 October, the Commission for Economic Policy, Budget, Finance and Taxes of the Council of Municipal Representative Bodies under the State Council held an off-site meeting chaired by Viktor Gorbunov.
In line with the priorities set for 2025 by Chuvash State Council Chairman Leonid Cherkesov, the meeting took place at one of the republic’s leading companies, Cheboksary Enterprise Sespel CJSC. Participants discussed approaches to creating industrial park ecosystems in the republic.
Deputy Chairman of the State Council Viktor Gorbunov emphasised that, amid current economic challenges, such parks enable rapid technological adaptation and localisation of production.
“Holding such an important event at a production site allows legislators to better understand the needs of the real economy and develop more targeted, effective solutions. These will underpin future legislation supporting businesses and the region,” he added.
Larisa Rafikova, Minister of Economic Development and Property Relations of the Chuvash Republic, explained the benefits of industrial parks for businesses, their structure and their distinctive features.
The meeting addressed existing practices and potential support mechanisms.
During the practical part of the meeting, Company Director Vladimir Bakshaev personally showed commission members the modern equipment and distinctive technologies used to manufacture heavy-duty semi-trailers and tankers. Participants saw the company’s full production cycle, from initial concept to final assembly of complex specialised equipment.
Particular attention was paid to workforce policy. Vladimir Bakshaev noted that Sespel actively organises career guidance tours for secondary school pupils. These visits motivate young people, helping them choose in-demand careers and pursue quality education, ultimately strengthening the region’s workforce.
Sergey Yargunin, Deputy Chairman of the Council of Municipal Representative Bodies under the State Council, shared his impressions: “The council, established under the republic’s parliament on the initiative of Chuvash State Council Chairman Leonid Cherkesov, gives us an opportunity to take part in this important dialogue, visit facilities, see innovative areas developing and learn from others’ experience,” he said. “I was impressed by the production culture at Sespel. I am convinced that much of the plant’s success is due to its leadership. Such deep involvement in production and attention to employees deserve great respect.”
